[openstreetmap/openstreetmap-website] Allow messages with multiple recipients (#2721)

Sometimes to discuss a complex mapping issue, you want to message two or three mappers (who all have contributed to something) at the same time.

Currently the only way to do this is to send the same message several times, individually to each mapper. This is a minor inconvenience for the sender, but the real downside is when one of the recipients replies and would actually like the others to see the reply - that person then, again, has to manually copy their message to every recipient, and so on. 

It would be great to have the ability to enter more than one recipient for a message, and when replying, have a choice between "Reply to sender" and "Reply all". 

The problem I am trying to solve here could also be solved by allowing @ mentions in changeset comments. An issue for this exists in #1111. There are obvious differences between multi-recipient messaging (private, not linked to a concrete changeset, could be about "you have often edited in this general area") and a changeset discussion with @ mentions (public, and dangling off one specific edit) but in many cases both mechanisms could be used interchangeably, as they both serve the purpose to solicit the attention of several people. The addition of either of these features would make the addition of the other less pressing.
