[openstreetmap/openstreetmap-website] Use Brakeman for static code analysis (#2723)

Well I was trying to understand what sort of things it is able to tell us about and how useful those reports are how they can be fixed.

Given that everything else has been fixed already the only way I could generate any reports to evaluate was to re-enable those checks, which as I understand it is a long term goal anyway.

Thanks for the link anyway - that's exactly the sort of thing I was interested in seeing.
