[openstreetmap/openstreetmap-website] Update embed.js.erb to use CDN test URLs (#2714)

Support gave a slightly better answer for overriding the default backend behavior. They said to add a "false" condition to all the backends. That seems really hacky to me, but it works and allows easier interaction with the VCL through the web console instead of writing custom VCL.
