[openstreetmap/openstreetmap-website] Update embed.js.erb to use CDN test URLs (#2714)

Yep, I agree that their friendly interface for modifying VCL leaves a bit to be desired and should be something we think about when making decisions about the full load of tile.osm.org. I think we'll probably want to store the VCL separately in version control and use their API to modify the configuration it rather than using their website.

For now, let's give it a try on this smaller amount of traffic and see what other weirdness we discover.
