[openstreetmap/openstreetmap-website] Updated About Page Community Knowledge section for en and en-GB locales (#2735)

That Wiki page "How to contribute" hasn't seen much of an update in a couple of years, and looks a bit abandoned (not to mention that it doesn't look all that exciting either). It this really a page we'd like to mention on the main page? 

https://welcome.openstreetmap.org/ looks more engaging. Are contents there still up-to-date and relevant?
