[openstreetmap/openstreetmap-website] Correct time zone (#2603)

sorry I have a connected comment.
I'm using the OSM API v0.6.
When getting elements it uses the ISO 8601 formatted date,
when getting notes and comments it uses 2018-11-14 22:07:37 UTC this 
non ISO 8601 format.
I suggest to the server developers use one common format.
