[openstreetmap/openstreetmap-website] Require open3 before using it (3abeeb7)

It's very unusual to need to require libraries in models (or anywhere in a rails app). What situation caused this? I'm curious because all the tests were passing for months, so presumably it works without needing the require statement in most circumstances.
