[openstreetmap/openstreetmap-website] Enable remaining bootstrap components (#2560)

Fixes #2511

As far as I can tell, now that #2524 is merged the remaining components can be enabled without making any noticeable changes. I'm happy to fix anything that crops up if that turns out not to be the case.

Enabling all components allows people working on new views to get started with whichever bootstrap components they find useful.
