[openstreetmap/openstreetmap-website] Potlatch 1 sunset by end of 2020 (#2622)

I'm creating this issue as placeholder for follow up activities for https://wiki.openstreetmap.org/wiki/Talk:Microgrants/Microgrants_2020/Proposal/Potlatch_2_for_desktop

Activitites:

- Maybe let mappers know ahead of time so they can switch to another editor
- Revisit the "undelete" API topic 
- Removal of ActionScript artefacts
- Removal of AMF controller on Rails port
