[openstreetmap/openstreetmap-website] Use database replicas for read requests (#2634)

Pardon my ignorance. Now that we’re deep down the rabbit hole I somehow lost track what was the original motivation for using a read replica. Is this a „because we can“ type of thing or was it meant to address some actual issue, like too much load on karm (which we don’t seem to have)?

Is our replica prepared for this, including network bandwidth, latency and system availability?
