[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

@mmd-osm I would assume that we wouldn't actually reduce the scope of the "modify the map" permission, but leave it as is and simply add the "comment changeset" as a permission duplicating bits of "modify the map". Not doing so would lead down a significant rabbit hole as you point out, and essentially would make it a no go.
