[openstreetmap/openstreetmap-website] performance reduced when updating/migrating (#2980)

When running
SELECT COUNT(*) FROM current_nodes; 

the old database did it in 7m 30s, and the new one did it in 3 minutes. That seems like postgres is running fine, but OSM is doing something wrong.
