[openstreetmap/openstreetmap-website] Sidebar width: 380 px <= 25vw <= 500 px (#2872)

Make the sidebar width `25vw` (25% of the viewport width), with a minimum of 380 pixels and a maximum of 500 pixels.

This fixes #2530, fixes #2850.
