That's not really anything to do with this repository - none of the stuff there is driven by the web site but rather it is produced by separate tools that access the database directly.

Specifically the changeset feed is created by https://github.com/openstreetmap/chef/blob/master/cookbooks/planet/files/default/replication-bin/replicate-changesets.
