[openstreetmap/openstreetmap-website] Improve the OAuth index page (#2889)

Some minor improvement for the OAuth token/application page:
- Show the validity of the OAuth tokens next to the 
- Open authorized application links in a new tab
- Make some English titles use `OAuth` instead of `oauth`.

It might be a good idea to hide (or even delete tokens) that are no longer valid.
