[openstreetmap/openstreetmap-website] WIP: Update NLSFI license (#2580)

There are some things that would need to be done before this can progress.

- I would really like to know what is "the new agreement" that was mentioned by @pnorman and where can I see it.
- I would like to know what kind of attribution would be fine for LWG.
- Preferably also OSM should [stop letting random people on the web to translate legal documents](https://github.com/openstreetmap/openstreetmap-website/issues/2606).

Sadly, I am not very comfortable with contributing to OSM until this legal mess is sorted out.
