[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

@tomhughes we could do it that way too, and would be simpler to implement. @woodpeck and @mmd-osm were suggesting that there could not be overlap between the two permissions because confusing. 

Myself I'm neutral on this. Reason why I think "modify changeset comments" is important is to unblock on links to OSMCha, as @willemarcel said in OP. So whatever gets us there!
