[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

I think the new permission should include all Changeset discussion api 0.6 endpoints, that is subscribe and unsubscribe in addition to „changeset comment“.

When a user comments on a changeset, they will be automatically subscribed anyway, and the permission should also include those operations.
