[openstreetmap/openstreetmap-website] JOSM cannot upload new features to Rails local database (#2819)

Did you load data into your database via some sort of back door? If you did then you need to reset the sequences in the database so that it knows where to start allocating new IDs or else it will try and allocate IDs that overlap with the data you loaded.
