Thank you for the suggestion. I can see the benefits of moving the tag proposal and voting system into a structured system, rather than a free-form wiki. But I can see disadvantages too.

I would encourage you to discuss this within the wider tagging community, to explain your proposal and see if it is welcome or not, and whether a majority of people would use any new system. Without such buy-in, there is little point in implementing it, and even with buy-in, that might not be enough to find the developer capacity for the implementation.
