[openstreetmap/openstreetmap-website] Add counts for notes and diary comments to user profiles (#1774)

I think this PR has been abandoned, and it's not in a mergeable state. 

I'd still be happy to see a fresh PR for the diary comments count, as per my comment from 2018. I think the notes/note_comments bit would be best addressed separately.
