[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

Totally agree, it's a lot simpler, and boils down to a single sql statement: https://github.com/mmd-osm/openstreetmap-cgimap/blob/feature/oauth2/src/backend/apidb/oauth_store.cpp#L214-L222

I already included token expiry, as this might come up as a requirement later on. Once I have completed remaining bits on unit test coverage, we can deploy this branch to the dev instance for testing.
