[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

We can certainly change it - what we currently have is the default and it is configurable but I mostly worked on the assumption that upstream know more than me and not to change defaults without a good reason.

I assume the concern is that some frameworks may make it hard to add custom headers.
