[openstreetmap/openstreetmap-website] Allow deleting of own comments (#1849)

Here's how Google and Facebook avoid all kinds of trouble: they always allow one to delete what one wrote. Even taking whole troves of other's followup nested comments down the drain with them. OSM would be wise to follow.
What if OSM's chief officer posted some top secret and was helpless to delete it until Monday morning when staff came in?
