[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

Hi @tomhughes, great work. As you may have heard, I'm working on a tool that will use OAuth2 to validate OSM users when they sign up for memberships at join.osmfoundation.org. Would you consider adding the [openid_connect extension](https://github.com/doorkeeper-gem/doorkeeper-openid_connect)? It would reduce the number of calls back and forth between the "join" site and your oauth server.
