[openstreetmap/openstreetmap-website] Add pop-up or other obvious notification for getting a message or changeset comment (#3182)

Right, I just think an obvious visual on the website would help as well -- a pop-up they can't ignore, some kind of blinking or flashing thing, etc. They might not think to look for the email, it might go to spam, etc. 

I think in general the more ways people can see they are part of a community and are getting messages/comments, the better. Especially for new mapppers, an email saying "has commented on one of your changesets" is not super clear. 

Or maybe they only planned to map one time, so they might not even notice or care if they get an email, but if they get a notification while they're mapping, it might help to encourage them to keep mapping.
