[openstreetmap/openstreetmap-website] Refactor user blocks information to use a dl (#3187)

This also standardises the labels to have the colon, in common with oauth_clients#show.

It's just a minor change, but the higgledy-piggledy list of attributes, along with the fact that some colons were in bold and some colons were, was getting to me.
