[openstreetmap/openstreetmap-website] docker-compose up fails to start the rails app (#3307)

I tried using podman and `docker-compose` but that just bombed out with errors trying to start the containers which I'm not competent to diagnose.

If you really want to use docker then you may have to use real docker though I'm not really sure how reliable even that is - it's the only thing we test but the tests often fail for incomprehensible reasons so I mostly ignore them.

Unfortunately none of us are docker experts and we don't use the docker setup ourselves so it's hard to offer help with it.
