[openstreetmap/openstreetmap-website] Change relative summary dates on user_blocks pages to absolute ones (#907)

The "hover the mouse over it thing has been made to work at some point in the last 5 years.

However, the mere fact that you have to bugger about and "place the mouse exactly on the relative date details" makes it a pain to use.  Also, how do I do that on a phone?
