[openstreetmap/openstreetmap-website] Use bootstrap for the search forms (#3109)

This PR refactors the search forms (the search and directions forms) to use bootstrap, using flex grid to position the form fields. Since these are both tightly packed forms, there are a few margin and padding overrides.

This also removes the standard-form CSS rules, since there are no remaining forms that use these rules.
