[openstreetmap/openstreetmap-website] Add seed data for users, diary entries and iD (#3030)

This will bootstrap a dev database with initial data.

To use this with the WIP Docker setup https://github.com/openstreetmap/openstreetmap-website/pull/2409, run

```
docker-compose run --rm web bash
rails db:seed
```
