[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

We should probably have those directories set up by default in the Docker config. @tordans if you run this command, does it work to upload a trace?

    docker-compose run --rm web mkdir -pv /home/osm/traces /home/osm/images
