[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

Right, that just made the directories in a temporary container. I’ve added a call to `mkdir` in the Dockerfile and rebased everything to the default branch. Try updating your local copy and re-building from this newest version? I uploaded a test trace in my local copy and it seems to have worked.
