[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

I think our recent change to follow Grant’s advice on using Docker volumes as well as Jamie’s suggestion to prevent mounting `node_modules` solves this. Previously, `docker-db-data` and `node_modules` were created outside the Docker filesystem, but they no longer are. No other directories are created outside Docker.
