[openstreetmap/openstreetmap-website] Ignored issue reports by deleted users reappear in "new reports" (#3057)

I don't have access to that issue and in any case it looks like you have changed it now but I don't see any way from the code that this could happen - the "new reports" is all those where `updated_at` is greater than the `resolved_at` on the issue and looking at the database that would only include the most recent report so I'm a bit mystified...
