[openstreetmap/openstreetmap-website] Adding banner for 2021-01 community survey (#3062)

Hi Tom :)

I didn't want to have the text "survey" on the banner, as that would be readable only by people who read English. Tried to convey that it is a survey with the image, but maybe it doesn't work :)

A solution could be to have the word "survey" in all the languages used in the survey (or at least in many of them), but that would take a bit of time to check it with the translators and the board wanted something quickly. If someone else wants to have a go at it, feel free, I currently don't have the time (at least not today) :)
