[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

I understand why they send `yes` but it was never right (the rails code does say the value should be `yes` but that seems to be ignored for checkboxes so they always send 1/0) and now that we actually check the value it will fail yes.
