[openstreetmap/openstreetmap-website] Use btn-outline-secondary for cancel buttons (#3267)

As discussed in the #3257 review this changes all cancel buttons to use `btn-outline-secondary` instead of `btn-link` because to my mind at least having a row of buttons and then what looks like a link is quite odd.
In all cases the existing buttons are all non-outline so the cancel button retains a distinctive look by being an outline button.
