I think the instructions might be slightly out of date, now that we've moved iD and the website to use OAuth 2. For example, they say 'Click on "oauth settings" on the My settings page' but that link no longer exists, and it's not clear from reading just the instructions whether to pick "OAuth 1 settings" or "OAuth 2 applications" or "OAuth 2 authorizations".

I'm also interested to see if we can make things clearer, e.g. providing a decent error message (rather than a 500 error) if a developer tries accessing a part of the site that relies on an OAuth token, without that token being configured in the settings.yml. Even if it's just a message to say "`id_key` not set, please read CONFIGURE.md for more information" or something like that.
