[openstreetmap/openstreetmap-website] Traces#index: Introduce tab navigation, fix tag-filter (#3226)

This is a rebased version of #3034 by @tordans and includes fixes by @migurski and a few small reworkings of the tabs by myself, mainly to make them look great on smaller screen widths.
