[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

I'm trying to update the documentation on the /api/0.6/permissions endpoint (https://wiki.openstreetmap.org/wiki/API_v0.6#Retrieving_permissions:_GET_.2Fapi.2F0.6.2Fpermissions).

Somehow results don't seem to depend on any assigned scopes. The behaviour looks very similar to what we would see with Basic Auth. Is this expected?
