[openstreetmap/openstreetmap-website] Add support for OAuth 2 (#3177)

I also started updating https://wiki.openstreetmap.org/wiki/OAuth to include more OAuth 2.0 details. I'm sure there's still lots of details missing. Please feel free to add/revise the content there as needed.
