[openstreetmap/openstreetmap-website] Add block function for individual users (#3129)

Users who receive abusive messages currently have to report the users to the admins. A recent case took too long to handle.

The website should make it possible for anyone to painlessly block messages from another user, the way you can block a pest on many social media sites.

If I block someone, it should stop them from sending me messages and commenting on my changesets and on my diary entries.

The UI should make it possible to block someone from the messages and from the user page. Once I've blocked someone, it should still be possible to report them, and of course to unblock them.

The admins should be able to see (and clear?) blocks for or by one user without having to mess with sql commands.

Admins and moderators should be able to send messages even when blocked.
