[openstreetmap/openstreetmap-website] Switch to Argon2 for password hashing (PR #3353)

Can we somehow deploy this one the dev instance? To merge the cgimap pull request, libargon2-dev would need to be installed on the dev instance first. I added argon2 as a hard dependency for now. I guess this will seriously annoy a few people who use this project for their own stuff. but then again, that's their issue to figure out ;)
