[openstreetmap/openstreetmap-website] Add Communities page (#3301)

Tbh, I 'm still a bit worried that we're introducing a new runtime dependency, when we've already have an existing approach to ingest third party data from yml files which even supports i18n

It would be a simple script that runs once every half year (or whenever there's a new local chapter), and updates some yml file we'd consume during runtime. I'm ok to extract the information from the JSON files as of today, but maybe can we do this at dev time only..
