[openstreetmap/openstreetmap-website] Add support for privileged OAuth 2 applications (#3300)

Well, I thought there might be some change to the registered OAuth2 applications, which I'm unable to see.
I'm updating Firefishy all the time on Slack on things I'm testing. This time, I have added the following setting underneath "discourse-oauth2-basic" to try out the new feature:
