[openstreetmap/openstreetmap-website] Mention Overpass_API/status page when printing errors (Issue #3346)

"Too many Requests" indicates you're exceeding your quota on the server. There's no reason to point to the status page in this case. The one report you've probably had in mind has been marked as "Invalid" exactly for the reason that it's the wrong place for this issue.
