[openstreetmap/openstreetmap-website] Ideas for dashboard page (#3326)

Dashboard page could show:
- the list of recent changesets nearby (changeset is created 7 days ago and its BBOX within 10 km of home location);
- the list of recent discussed changesets nearby (changeset is created 7 days ago and has discussion comments and its BBOX within 20 km of home location).
