[openstreetmap/openstreetmap-website] Website does not show the map note if the creator (user) does not exist (Issue #3355)

The hyperlink https://www.openstreetmap.org/note/2912641 makes the website show the message "Application error".

The hyperlink https://www.openstreetmap.org/user/refraktivcom makes the website show the message "The user refraktivcom does not exist".

The information about the map note:
