[openstreetmap/openstreetmap-website] Update attribution for Australia (#3285)

Hi Andrew, and sorry for the delay.

Yes, the LWG is happy that this change be made where we provide this kind
of attribution. But we also recognised that this same change of name means
that the existing CC waiver we have (which refers to the old name) should
also be refreshed. So as part of our communication that we are making our
change, we would like you to ask that they in return endorse a revised
version of the waiver (perhaps that's easiest if you update the text of the
existing one as appropriate for their approval).
